"Apprentice instructor" means an individual holding a practicing license issued by the state cosmetology and barber board who is engaged in learning or acquiring knowledge of the occupation of an instructor of a branch of cosmetology at a school of cosmetology. "Practice of natural hair styling" does not include the application of dyes, reactive chemicals, or other preparations to alter the color or to straighten, curl, or alter the structure of the hair. "Boutique services" means braiding, threading, shampooing, and makeup artistry. The board shall specify on each instructor license that the board issues the branch of cosmetology that the license entitles the holder to teach. The requirement shall not exceed the cumulative number of hours of continuing education that the individual would have been required to complete had the individual retained an active license. (A) The state cosmetology and barber board shall issue a practicing license to an applicant who satisfies all of the following applicable conditions: (2) Has the equivalent of an Ohio public school tenth grade education; (3) Has submitted a written application on a form furnished by the board that contains all of the following: (a) The name of the individual and any other identifying information required by the board; (b) A recent photograph of the individual that meets the specifications established by the board; (c) A photocopy of the individual's current driver's license or other proof of legal residence; (d) Proof that the individual is qualified to take the applicable examination as required by section 4713.20 of the Revised Code; (e) An oath verifying that the information in the application is true; (4) Passes an examination conducted under division (A) of section 4713.24 of the Revised Code for the branch of cosmetology the applicant seeks to practice; (5) Pays to the board the applicable license fee; (6) In the case of an applicant for an initial cosmetologist license, has successfully completed at least one thousand five hundred hours of board-approved cosmetology training in a school of cosmetology licensed in this state, except that only one thousand hours of board-approved cosmetology training in a school of cosmetology licensed in this state is required of an individual licensed as a barber under Chapter 4709. of the Revised Code; (7) In the case of an applicant for an initial esthetician license, has successfully completed at least six hundred hours of board-approved esthetics training in a school of cosmetology licensed in this state; (8) In the case of an applicant for an initial hair designer license, has successfully completed at least one thousand two hundred hours of board-approved hair designer training in a school of cosmetology licensed in this state, except that only one thousand hours of board-approved hair designer training in a school of cosmetology licensed in this state is required of an individual licensed as a barber under Chapter 4709. of the Revised Code; (9) In the case of an applicant for an initial manicurist license, has successfully completed at least two hundred hours of board-approved manicurist training in a school of cosmetology licensed in this state; (10) In the case of an applicant for an initial natural hair stylist license, has successfully completed at least four hundred fifty hours of instruction in subjects relating to sanitation, scalp care, anatomy, hair styling, communication skills, and laws and rules governing the practice of cosmetology.
